Promoting Differentiated Innovation Research in University Evaluation

摘要 依据"十四五"时期教育阶段特征,梳理教育发展与评价改革的逻辑关系,认为只有按本质属性内涵发展才能实现教育高质量发展,教育评价能够发挥领航护航的作用。随着高等教育地位的增强,创新和扎根中国大地是高校工作的着力点。按照理论型、工程型、应用型、职业型架构了高等学校的分类框架,提出以职能确立高校评价的共性标准和特色标准,指明通用因子是高校共有的组织要求、标志因子是办学特色的灵魂。为推动实施高校差别化评价,根据五大职能具体界定了"四类高校"评价的标志因子。 Based on the background of the era of the new journey,the article analyzes the logical relationship between education development and evaluation,and proposes that only by driving connotation through following the essential attributes can truly attain high-quality development.Innovation is the focus of higher education.The basic driving force of the world’s unprecedented changes within the recent century is a new round of scientific and technological revolution and industrial reform.The function of higher education has been enhanced and universities are required to serve the new development pattern and to achieve diversified school operation.According to the classification framework of"theoretical,engineering,applied,career-oriented"structure of higher learning,the article pointed out the general standards and characteristic standards for establishing college evaluation according to their functions,clarified that general factors are the common organizational characteristics of the school,the core differences are the soul of school operation,and differentiated evaluation is the guarantee to promote innovation.According to the five basic functions of higher education,the article pointed out the characteristic marker factors of the"four types"of university evaluation to have the differentiated evaluation applied into practice.
