大城市战略转向小城市战略是城市化进程的必然选择,需要通过调整资源布局方式促进城市发展战略的转向。资源空间布局是基于效用最大化目标而进行的区位选择,大城市通过职能疏解带动小城市发展,在帕累托改进中完善中心地的空间布局构架,区域经济实现从非均衡布局到均衡布局的转向。小城市是城市体系进一步完善的底层支撑,其发展质量直接影响中心城市的发展状态。因行政区划限制、大城市优先发展的惯性、交通网络通达程度不高以及城市间过度竞争等问题,小城市与大城市的互动水平较低,不同层次中心地间的协同发展程度不高。小城市是连接中心城市的节点,也是促使区域经济从非均衡发展转向均衡发展过程中建构微中心的基础,前瞻性地思考小城市发展战略转向中面临的问题与实施对策就非常必要。

The shift from a large city strategy to a small city strategy is a necessary choice in the urbanization process,which requires the adjustment of the layout of resources to facilitate such a shift in urban development strategy.The spatial layout of resources is based on the location choice of utility maximization objectives.Large cities drive the development of small cities through the decentralization of functions,and improve the spatial layout structure of the central place in the Pareto improvement,so that the regional economy realizes the shift from an unbalanced layout to a balanced one.Small cities,serving as the underlying support to further improve the urban system,directly influence the state of development of central cities with their quality of development.Given the constraints of administrative boundaries,the inertia of prioritizing the development of large cities,the poor accessibility of transport networks and the excessive competition between cities,the interaction between small cities and large cities is not so frequent,resulting in a low level of synergistic development between different levels of centers.As small cities are the nodes connecting central cities and the basis for the construction of micro-centers in the process of shifting the regional ceonomy from unbalanced development to balanced development,it is necessary to think forward about thc problems faced by small cities in their development strategy shift and the implementation of countermeasures.
