摘要
为提升港口服务“一带一路”建设的效率,在原有港口效率评价方法的基础上,利用SBM(slacks-based measure)模型对我国港口服务“一带一路”建设的效率进行分析。研究结果表明:SBM模型和时间窗分析法能够解决忽略松弛变量所导致的效率偏差问题;港口服务“一带一路”建设的效率在“一带一路”倡议提出后一直保持在较高水平且整体呈现上升趋势;提升港口服务“一带一路”建设的效率需要进一步优化基础设施投入和完善“一带一路”沿线港口航线网络来减少投入冗余。
In order to improve the construction efficiency of ports servicing the Belt and Road(B&R,in short),on the basis of the conventional port efficiency evaluation methods,an SBM(slacks-based measure)model is adopted to analyze the construction efficiency of Chinese ports servicing B&R.The results show that:the SBM model and the time window analysis method can solve the problem of efficiency deviation caused by neglecting slack variables;the construction efficiency of ports servicing B&R has remained at a high level with an overall trend of rise since B&R initiative was proposed.To improve the construction efficiency of ports servicing B&R,it is necessary to further optimize the investment in infrastructure and improve the port route network along B&R to reduce the investment redundancy.
