尺度重构视域下城市社区治理共同体的生成机制

The Generating Mechanism of Urban Community Governance Community From the Perspective of Scale Reconstruction

建设社区治理共同体是推进城市社区共建共治共享的基础环节和必然要求。上海市基本管理单元的建设经验表明,尺度重构能够有效促进社区治理共同体的形成。尺度重构触发空间尺度和权力体系的改变,并最终形成社区治理主体之间的有效互动的机制。在三类不同类型的基本管理单元中,尺度重构有效促进社区治理主体间实现互利性协作、治理网络联结或情感纽带维系,成为社区治理共同体形成的基础。在基层治理中应当灵活施用尺度重构政策工具,推动社区治理共同体的互动能力提升和共同体意识强化。

The construction of community governance community is the basic link and inevitable requirement to promote the co-construction, co-governance and sharing of urban communities.The experience of the construction of basic management units in Shanghai shows that scale reconstruction can effectively promote the formation of community governance community.Scale reconstruction triggers the change of spatial scale and power system, and finally realizes the effective interaction between the subjects of community governance.Among the three types of basic management units, scale reconstruction effectively promotes mutual benefit cooperation, governance network connection or emotional bond between community governance subjects, and becomes the foundation for the formation of community governance community.Therefore, the paper proposes that the policy tools of scale reconstruction should be flexibly applied in grassroots governance to promote the enhancement of interaction ability and community consciousness of community governance community.
