组织力视角下基层党建引领社区治理的实现逻辑——基于华中E市鼓楼街道的实证经验

The Realization Logic of Grassroots Party Building Leading Community Governance From the Perspective of Organizational Power——Based on Empirical Experience of Gulou Street in E City, Central China

以组织力为视角,基层党建引领社区治理可循此逻辑:基层党组织的领导力作用于社区制度、价值规范的建构;动员力作用于党员的号召、吸纳、整合与激发价值;基层党组织的凝聚力作用于社会力量的共同参与。由此实现引导社区居委会、社区居民、市场组织、社会组织等基层主体,基于社区发展的公共利益,通过强化彼此认同、开展协商合作等集体行动,在有效提供社区公共物品、满足社区发展需求、提高社区居民生活质量的基础上,实现社区优良公共秩序。

Since the 19 th National Congress of the Communist Party of China(CPC),all parts of the country have risen to the challenge with the spirit of reform and innovation, constantly exploring the model of grassroots Party building leading community governance.The research on the mechanism of grassroots Party building leading community governance goes hand in hand with practice.From the perspective of organizational power, grassroots Party building leading community governance according to this logic: the leadership of grassroots Party organizations is used to construct community system and value norms;the mobilizing force is used to call on, absorb, integrate and stimulate values of party members;the cohesion of grassroots Party organizations plays a role in the common participation of social forces.Thereout on the basis of effectively providing community public goods, meeting the needs of community development and improving the quality of life of community residents, grassroots Party building should guide the community neighborhood committee, community residents, market organizations, social organizations and other grassroots subjects to achieve a good community public order process through collective actions such as strengthening mutual recognition, consultation and cooperation.
