农民占耕地建房的成因及对策分析--以宁远县柏家坪镇四元山村为例

Analysis on Causes and Countermeasures of Farmers Occupying Cultivated Land to Build Houses:Take Siyuanshan Village, Baijiaping Town, Ningyuan County as an Example

近年来,湖南省农村居民占耕地建房呈上升态势,一方面导致耕地面积减少,另一方面给国家粮食安全带来一定的安全隐患,农民占耕地建房也逐渐成为政府和社会广泛关注的焦点问题。以宁远县柏家坪镇四元山村为例,对农民占耕地建房现象进行了全面、深入、细致的调研。研究结果表明,占耕地建房的根本成因在于农民法律意识淡薄、村民建房规划缺位、有效监管缺失和违建执法难度太大,据此提出了广宣传、定规划、重制度、强执法和兴技术的对策。

In recent years,the phenomenon of farmers building houses on cultivated land in Hunan province has shown an upward trend.On the one hand,the area of cultivated land has been gradually decreased due to the expansion of housing construction on cultivated land.On the other hand,it has brought certain security risks to the country’s food security.Building houses on cultivated land has gradually become a widely sharp focus of the government and society.Siyuanshan Village,Baijiaping Town,Ningyuan County was taken as an example,a comprehensive,in-depth and detailed investigation was conducted on the problem of building houses on cultivated land.The results show that weak legal awareness of farmers,absence of villagers’ building plan and lack of effective supervision are the most fundamental causes.Based on this,a series of corresponding countermeasures were put forward,including widely publicity promotion,making rural plans,emphasizing systems,advocating emerging technology,etc.
