域外网络信息安全治理中的警察行动及启示

Police Action in Extraterritorial Network Information Security Governance and Its Enlightenment

网络强国战略背景下,城市的信息化变革推动着网络技术向纵深发展,但也伴生出互联网之痛,国家在网络信息安全治理上面临巨大挑战,如何消除这一技术风险成为亟须解决的重大现实问题。域外为应对网络信息安全难题展开了大量的实践探索,并形成了警察广泛介入的协同共治格局,对我国完善网络信息安全治理体系具有重要的启示意义。参照域外经验,我国应当从战略规划层面加强警察协同治理的顶层设计和政策制定,从职能分配层面动员多警种协助开展网络信息安全治理,从综合保障层面构建多维度、体系化的警察参与方案。

Under the background of the network power strategy,the information transformation of cities promotes the in-depth development of network technology,but also ushers in the pain of Internet.The country is facing great challenges in network information security governance.How to eliminate this technical risk has become a major practical problem that needs to be solved urgently.In order to deal with the problems of network information security,countries abroad have carried out a lot of practical exploration,and formed a collaborative governance pattern with extensive participation of police power,which has important enlightenment significance for improving the governance scheme of network information security in China.China should strengthen the top-level design and policy-making of police collaborative governance from the level of strategic planning,mobilize various police category from the level of functional division of labor to assist in the management of network information security,construct a multi-dimensional and systematic police participation scheme from the level of comprehensive security.
