公安机关合成作战运转机制问题研究

Research on the Operation Mechanism Problems of Synthetic Operations in Public Security Organs

目前,我国各地区公安机关均建立了多警种共同参与的合成作战运转机制,机制类型虽呈现多元化但总体水平仍处在初级发展阶段,集成效能达不到预期目标,急需在调研各类型合成作战机制的基础上研究合成作战的运转现状与影响因素,深度剖析合成作战机制在运转中存在的管理体制、指挥调度、人员素质等问题,通过构建高效化警务指挥体系、打造体系化业务教培系统等措施提高合成作战运转机制的效能,从而全面提升公安机关维护社会治安稳定与打击违法犯罪的能力。

At present,public security organs in all regions of China have established a mechanism for the operation of synthetic operations with the participation of multiple police forces,and although the types of mechanisms are diversified,the overall level is still at the primary stage of development,and the integrated effectiveness is not up to the expected goals.The government has also been working to improve the effectiveness of the synthetic operations mechanism by building an efficient police command system and creating a systematic business training system,so as to improve the ability of public security organs to maintain social stability and combat crime.
