恐怖主义治理视阈下社区警务反恐问题研究

Research on the Problems of Community Policing Counter-terrorism from the Perspective of Terrorism Governance

社区警务反恐是在警务建设的基础上及警务工作实践中,通过提高反恐意识,强化反恐理念,加大反恐力度,将反恐工作贯彻落实到日常警务工作中去的反恐新模式,也是适应我国反恐工作新要求及社区警务改革新需要的产物。当前,我国社区警务反恐模式构建过程中还面临警力不足,权力配置待调整;反恐意识薄弱,反恐知识技能欠缺;配套激励措施缺位,群众参与主动性受限等实践难题。为此,应构建社区警务信息化平台,优化权力配置,推动警民互动,强化社区反恐情报收集;提升社区警民反恐意识和技能;完善配套激励措施,激发民众参与反恐主动性。只有这样才能充分发挥社区警务反恐优势,有效防范和打击恐怖犯罪活动。

Community policing counter-terrorism is a new model of joint participation in counter-terrorism governance based on the concept of power sinking and the interaction between police and the community.And it’s also the product of adapting to the new situation of domestic terrorism and the needs of community policing reform.At present,in the constructional process of the community policing counter-terrorism,there are still many practical difficulties,such as police force is understaffed,and power allocation need to be adjusted;weak counter-terrorism awareness and lack of professional counter-terrorism knowledge and skills;absence of incentive measures and lower initiative of counter-terrorism participation.For these reasons,it’s necessary to construct information policing platform,optimize the allocation of power and strengthen the ability of community intelligence;increase propaganda and enhance consciousness of counter-terrorism of police and community;improve the incentive measures and stimulate the community’s initiative to participate in counter-terrorism internally.Only then can the advantages of the community counter-terrorism policing in counter-terrorism be brought into full play.
