粤港澳过境非法移民现象防控的新思考

New thoughts on the Prevention and Control of the Illegal Transit Migration in Guangdong-Hong Kong-Macao

外籍人员通过内地偷渡香港地区的现象长期存在,并且显现出隐蔽性、专业性和有组织性的特点。应对该问题不能仅从偷渡或非法出入境的角度进行打击,而应当从过境非法移民现象本身出发,加强过境非法移民迁移过程中的整体防控。因此,以粤港澳过境非法移民现象为切入点,通过控制和调整过境非法移民迁移过程中成本与收益的关系,在过境非法移民迁移的四个不同阶段,从双边警务合作、区域警务合作、区际警务合作以及多边国际警务合作的角度,加强不同警务合作主体之间的警务合作。

The phenomenon of foreigners smuggling into Hong Kong through the Chinese mainland has existed for a long time, and it shows the characteristics of concealment, professionalism and organization.To solve this problem, we should not only settle it from the perspective of human smuggling or illegal entry and exit, but also strengthen the overall prevention and control in the process of illegal transit migration from the perspective of the phenomenon itself. Therefore, this paper takes the phenomenon of illegal transit migration as the breakthrough point, through the adjustment and control of migration costs and benefits in the process of illegal migration in four different stages. We should strengthen the policing cooperation between different subjects through the border policing cooperation, regional policing cooperation, inter-regional policing cooperation and the international policing cooperation.
