高校督查督办工作主要特性和提升路径研究

Research on the Main Characteristics and Promotion Path of the Inspection and Supervision Work in Colleges and Universities

督查督办工作是推动党委决策部署落实的重要手段之一。为进一步提升高校办公室督查督办能力和水平,完善高校内部治理,结合高校实际概述了督查督办工作内涵,分析了其主要特性:政治性、专业性、实效性和统筹性。针对现实工作中存在定位把握不精准、队伍建设比较薄弱、管理理念不与时俱进、信息化平台不健全、大督查大督办格局尚未形成等问题,探讨了提升高校办公室督查督办能力和水平的路径:由专人转向全员,由末端转向前端,由问责转向问效,由直线管理转向闭环管理。

Inspection and supervision work is one of the important means to promote the implementation of Party Committee decisions and arrangements.To further improve the inspection and supervision ability and level of the Party office in colleges and universities,and improve its internal governance,combined with the reality of colleges and universities,this paper summarizes the connotation of inspection and supervision,and analyzes its main characteristics:being political and professional,effectiveness and overall planning.In view of the main problems in the real work,such as inaccurate positioning,weak team construction,management concept not keeping pace with the times,imperfect information platform,and without an mature pattern of inspection and supervision,this paper discusses the path to improve the supervision ability and level of university offices:from specially-assigned person to full staff,from the end to the front,from accountability to efficiency,and from straight line management to closed loop management.
