摘要
片区开发项目在近年饱受市场关注,是地方政府在新型基础设施、新型城镇化建设项目中积极尝试的领域。但针对不同地区以及不同内涵的片区开发项目,他们之间的盈利模式也差异巨大。基于此,本文从ABO(Authorize Build Operate,授权,建设,运营)模式定义、运作结构、融资方式三个方面,以建投企业为第一视角,对片区开发ABO模式片区开发项目运作模式以及相关问题进行分析。
Area development projects have received much market attention in recent years,and are areas where local governments are actively experimenting with new infrastructure and new urbanization construction projects.However,there are huge differences between the development projects of different regions and different connotations,and their profit models are also very different.Based on this,this article analyzes the operation mode and related issues of the area development ABO model area development project from the three aspects of ABO model definition,operation structure,and financing method,with construction investment enterprises as the first perspective.
