技术治理的反思:内涵、逻辑及困境

A Reflection Study on Technical Governance:the Denotation,Logic and Adversities

基于技术和治理两个维度,技术治理的逻辑建构包括三条路径:一是“软”技术治理思维路径,即以科学理性思维进行治理活动;二是“硬”技术治理工具路径,即治理手段与以信息技术为主要特征的科学技术的融合;三是以治理的过程为中心而建构的技术治理的过程路径,即两个层面在治理场域中相互作用并最终实现治理目标的过程。现今,技术治理实践存在自我强化的内卷化、信息失真缺陷、价值理性维度缺失、公民参与不均衡等困境,新时期需要尽快建立健全技术治理模式,完善公共治理的技术治理框架,以此推动政府治理创新。

Based on the denotation,this article introduces the logic of technical governance,which possesses technique as well as governance dimension and it contains three paths.On the one hand,technical governance was considered as governance activities with scientific rationality with regard to the“soft”path.In the“hard”path,on the other hand,technical governance was referred to governance methods that mixed with technology,especially information technology.While there was a third path that treat technical governance as a process which is centered on governance process referring to the process that the“soft”path interacts with“hard”path in governance domain and achieve governance objectives.However,technical governance,in practice,is confronting adversities,such as involution caused by self-reinforcement,information distortion,lacking of value rationality and disproportionate citizen engagement.Therefore the technical governance pattern and framework for public governance should be improved to propel governance innovations in new era.
