农村老年人福利供给的治理问题和角色定位--基于福利多元主义视角

Governance issues and role orientation of welfare supply for the rural elderly--From the perspective of welfare pluralism

为保障农村老年人的基本生活水平和质量,各国政府必然要建立健全老年福利制度。当前,我国农村老年福利发展面临供需失衡、地区差异、制度不完善等多重难题。因此,农村老年福利供给的多元化模式不失为一种有效的解决方式;本质上来说,该模式的特色在于强调了多方福利供给主体之间的责任重塑。在立足积极人口老龄化的大背景下,以福利多元主义理论为导向对农村老年福利供给的现状重新审视,提出优化农村老年福利供给的对策或建议。

In order to make sure the basic living standard and quality of the rural elderly,governments must establish the welfare system for the elderly.Now,the development of welfare for the aged in rural China is meeting with a lot of difficults and troubles,such as the imbalance between supply and demand,regional differences and the implementation of relevant systems are not in place.Then,the diversified model of rural elderly welfare supply can be regarded as an effective solution.Essentially,the characteristic of the model is that it emphasizes the responsibility remodeling among multiple welfare providers.Based on the background of positive population aging,and guided by the theory of welfare pluralism,this paper re-examined for the present situation of the rural elderly welfare supply,and the suggestions are put forward to optimize the rural elderly welfare supply.
