安徽省城镇职工医保基金收支平衡的影响因素分析

Analysis of influencing factors on.balance of income and expenditure of medical insurance fund for urban workers in Anhui province

医保基金是关乎医疗保险制度能否健康运行的关键所在。为探究安徽省城镇职工医保基金收支平衡的影响因素,以2019年安徽省16个地市的职工医保相关数据为基础,通过建立逐步回归分析模型进行分析。结果显示,职工参保人数以及在职退休比是显著影响职工医保基金收支平衡的两个因素。基于此,建议采取扩大职工医保参保范围、延迟职工法定退休年龄、改进退休人员医保政策等措施,以便确保安徽省职工医保基金的收支平衡。

Medical insurance fund is the key to the healthy operation of medical insurance system.In order to explore the influencing factors on the balance of income and expenditure of medical insurance fund for urban employee in Anhui province,based on the relevant data of medical insurance fund for employee in 16 cities of Anhui province in 2019,a step-to-step regression analysis model was established for analysis.The result shows that the number of employees participating in the medical insurance and the ratio of in-service retirement are the two most significant factors affecting the balance of income and expenditure of employee medical insurance fund.Based on this result,it is suggested that implement to expand the coverage of medical insurance of employees,delay the worker legal and emeritus age,improvement of retiree health care policy and other measures,to ensure the balance of income and expenditure of employees'medical insurance fund in Anhui province.
