摘要
运用情景构建技术作为工具,以丙烯腈装置为例,开展重大有毒气体泄漏事故研究,依据“情景-任务-能力”的工作思路,对丙烯腈装置开展风险辨识和定级,在风险分析的基础上,设计情景演化过程,并对事故演化的关键节点进行数值模拟计算,验证情景的合理性,并指导应急救援行动有针对性地展开,提炼应对事故的关键应急能力和主要应急任务,从而推进应急体系建设、提升应急准备能力。
Applying the idea of scenario building as a tool and taking acrylonitrile unit as an example,the study on major toxic gas leakage accident was carried out.According to the working train of thought of“scenario-task-ability”,the risk identification and classification of acrylonitrile unit were conducted.On the basis of risk analysis,the scenario evolvement process was designed,and the key nodes of accident evolution were numerically simulated to verify the rationality of the scenario.It can also guide the targeted implementation of emergency rescue actions and refine the key to deal with accident emergency ability and major emergency task,so as to promote the construction of emergency systemand improve the capacity of emergency preparedness.
