High-tech enterprises are the main body of innovation decision-making,R&D investment and application of results,and it is important to promote the development of high-tech enterprises to serve the national strategic layout and build a strong country in science and technology.To implement Shanghai’s“14th Five-Year Plan”and vigorously implement the plan of multiplying high-tech enterprises,it is necessary to clarify the current situation and problems facing the development of high-tech enterprises in Shanghai,to plant policy soil for the cultivation and growth of high-tech enterprises and continuous innovation,and to continuously promote high-tech enterprises as the core force of Shanghai’s economic growth.
