Re-conceptualization of China’s Tariff Policy Application under the Restructuring of International Economic and Trade Rules

世界经济再平衡进程的启动和国际经贸规则重构的加快,给我国关税政策带来了巨大的冲击和挑战,未来国家关税调整政策的制定应更加具有前瞻性、系统性和针对性。未来关税政策的运用,应当重点完成关税制度顶层设计的完善,以切实保障关税调整的整体性、立体性,以及在目标、结构、时间和空间上的动态平衡。

The start of the rebalancing process of the world economy and the acceleration of the reorganization of international economic and trade rules have brought great impact and challenges to China’s tariff policy,and the formulation of the future national tariff adjustment policy should be more forward-looking,systematic and targeted.The application of future tariff policy should focus on completing the improvement of the top-level design of the tariff system in order to effectively guarantee the holistic and three-dimensional nature of tariff adjustment,as well as the dynamic balance in terms of objectives,structure,time and space.
