上海应借鉴国内外先进经验,积极构建大应急治理体系。进一步改革应急治理体制,理顺“条块”之间的关系;完善工作机制,包括部门之间的联动机制、多主体的协同机制、多层次的保障机制,完善应急单元建设等,以便更好地应对各类重大突发事件,提升超大型城市应急治理效能,确保城市安全。

Shanghai should learn from advanced experience at home and abroad,and actively build a large emergency management system.Shanghai should further reform the emergency management system and straighten out the relationship between“sectors”;improve the working mechanism,including the linkage mechanism between departments,the multi-subject coordination mechanism,the multi-level guarantee mechanism,and improve the construction of emergency units,etc.,in order to better respond to all kinds of major emergencies,improve the efficiency of emergency management in mega cities,and ensure urban safety.
