教师教育信息化政策的伦理困境及应对 被引量:5

摘要 教育政策应该坚持公平、人本化与效率等伦理原则。然而,对教师群体伦理诉求的忽视,折损了教师教育信息化政策的公平性、公正性与合理性。在教师教育信息化政策的静态系统与动态运行中,存在着信息素养与教师民主参与性的背离、工具理性与政策人道价值取向的冲突、物质效率与政策非物化价值取向的纠葛等伦理困境。教育政策陷入伦理困境有以下因素:科层化组织管理的固化、技术化治理的政治逻辑偏向和“功利主义”的倾向等。从教育政策程序伦理、内容伦理和主体伦理等维度,应将教师群体由“旁听者”转为“局内人”,基于技术伦理规范向内重塑教师内生道德,发挥主体微观权力的道德化和再生功能,以使教师教育信息化政策制定与实施过程变成一种更具伦理意义的实践。 Educational policy should adhere to ethical principles such as fairness,humanism and efficiency.However,the neglect of the ethical appeal of teachers undermines the fairness,justice and rationality of teacher education informatization policy.In the static system and dynamic operation of teacher education informatization policy,there are some ethical dilemmas,such as the deviation between information literacy and teachers'democratic participation,the conflict between instrumental rationality and policy humane value orientation,and the complication between material efficiency and policy dematerialization value orientation.Educational policies fall into ethical dilemma due to the following factors:the solidification of hierarchical organization and management,the political logic bias of technical governance and the tendency of"utilitarianism".From the dimensions of procedural ethics,content ethics and subject ethics of educational policy,teachers should be changed from"spectators"to"insiders",and the endogenous morality of teachers should be reshaped inward based on technical ethical norms,and the moralization and regeneration of the micro-power of subjects should be brought into play,so as to make the process of making and implementing teacher education informatization policy become a more ethical practice.
