Basic Premises,Capacity Structure and Promotion Path for Green Development of Construction Industry in China

实现建筑业绿色发展,取决于人才前提、技术前提、制度前提和需求前提等绿色发展能力基础,其主要表现为:人才前提从人力数量转向人才质量;技术前提从单一技术转向综合技术;制度前提从渐进式改革转向全面深化改革;需求前提从经济效益需求转向可持续发展需求.基于新的能力基础,需要对现有建筑业能力结构进行重构和优化,即要素投入转向创新驱动,城市空间转向城乡空间,物质资本转向人力资本,管控管理转向服务管理,可为当前建筑业升级转型、绿色发展提供发展路径.

The green development of the construction industry depends on the green development capability foundation, such as talent premise, technology premise, system premise and demand premise which are mainly manifestied as the talent premise changes from manpower quantity to talent quality, the technology premise changes from single technology to comprehensive technology, the system premise changes from gradual reform to comprehensive deepening reform, and the demand premise changes from economic benefit demand to sustainable development demand. Based on the new capability foundation, it is necessary to reconstruct and optimize the existing construction capacity structure, that is, to transfer from factor input to innovation drive, from urban space to urban and rural space, from material capital to human capital, and from management and control to service management which provides a development path for the current construction industry upgrading transformation as well as green development.
