摘要
分析东苕溪防洪的突出矛盾和应该关注的焦点。按照“逐级分洪、以隧代河,上下协同、综合治理,整体谋划、兼顾各方”的思路,从资源要素、工程效益、实施可行性等方面初步分析青山水库向富春江分洪、南湖向平原区分洪、北湖向钱塘江分洪、瓶窑下游干流洪水新出路的方案,可显著改善区域防洪形势,大量释放非常滞洪区的国土空间资源。
The contradiction and focus of flood control for the East Tiaoxi River were discussed.Based on the idea of“level by level flood diversion,replacing rivers with tunnels,coordination and comprehensive treatment from upstream to downstream,overall planning and taking into account of all parties”,such schemes were proposed considering the resources,engineering benefits and implementation feasibility as divert water from the Qingshan Reservoir to the Fuchun River,from the Nanhu Lake to the plain areas,from the Beihu Lake to the Qiantang River,and new outlets of Pingyao downstream mainstream.It would significantly improve the reginal flood control situation and release multiple land and space resources in non-constant flood detention areas.
