园区水土保持管家服务探索与实践--以杭州市大江东产业集聚区为例

Exploration and Practice of Housekeeper Service for Soil and Water Conservation:an Example of Hangzhou Dajiang Dong Industrial Cluster Zone

随着生态文明建设的深入推进,人民对优美生态环境的需求与水土保持监管能力不足的矛盾日益突出,水土保持监督管理“宽松软”的问题逐渐凸显。以杭州市大江东产业集聚区为例,介绍新时期园区水土保持工作全方位管家式服务的内容及成效,为在政府简政放权及购买第三方服务的政策大背景下引入水土保持管家提供有益的探索和实践。

As the ecological civilization proceeds,the contradiction between the people’s demand for a beautiful ecological environment and the lack of supervision capacity of soil and water conservation has become increasingly prominent,and the“loose and weak”supervision and management has become more problematic.Taking the Hangzhou Dajiangdong Industrial Cluster Zone as an example,this paper introduces the contents and results of the comprehensive housekeeper service of soil and water conservation in the Zone in the new era,so as to provide beneficial exploration and practice for the introduction of such service under the background of the government’s policy of simplifying administration,delegating power and purchasing third-party services.
