高质量发展视域下的城市风险精准治理--以天津市为例

Precise governance of urban risk in the perspective of high-quality development:a case study of Tianjin

城市风险精准治理是高质量发展的应有之义,也是新时代公共治理的核心要义,对于促进城市发展、提高城市核心竞争力、增进民生福祉起着极为关键的作用。作为超大城市,天津面临着日益复杂多样的城市风险和挑战,如何走出一条符合城市特点的高质量发展之路成为时代之问。基于天津城市风险样态的梳理,分析高质量发展视域下天津城市风险治理的新转向与新困境,进而提出天津城市风险精准治理的新思路。

Precise governance of urban risk is the proper meaning of high-quality development and the core meaning of public governance in the new era.It plays an extremely key role in promoting urban development,enhancing urban core competitiveness and improving people’s livelihood.As a megacity,Tianjin is facing increasingly complex and diverse urban risks and challenges.How to walk out of a high-quality development road in line with urban features has become a question of the times.Based on the combing of Tianjin urban risk patterns,this paper analyzes the new turn and new dilemma of Tianjin urban risk governance in the perspective of high-quality development,and then puts forward a new idea of Tianjin urban risk precise governance.
