The construction and application of the effectiveness evaluation system for agricultural water price reform

通过农业水价改革来抑制需求、节约用水,缓解水资源供需矛盾已经成为水资源的高效利用、合理配置和统一管理的一项重要措施。农业水价改革成效评价客观上需要建立一套科学实用的农业水价改革成效评价体系与方法,本研究旨在调查选择适合研究区实际情况的评价指标体系,确定指标标准,探讨成效评价的研究方法,对进一步丰富效益评价的理论研究具有重要意义。

Being able to curb demand,save water,and alleviate the contradiction between water supply and demand,the comprehensive reform of agricultural water prices has become an important measure for the efficient use,rational allocation and unified management of water resources.The evaluation of the comprehensive reform of agricultural water price objectively requires the establishment of a scientific and practical evaluation system and method for the comprehensive reform of agricultural water price.This study is aimed to investigate and select the evaluation index system suitable for the actual situation of the study area,determine the index standard,and discuss the research of the effectiveness evaluation.The method is of great significance for further enriching the theoretical research of benefit evaluation.
