摘要
全球科技创新已进入密集活跃期,新一轮科技革命和产业变革正在重构全球创新版图、重塑全球经济结构。科技服务机构始终是国家创新体系的重要组成部分,肩负着提升企业自主创新能力、激发创新主体活力、夯实创新人才基础的使命担当。文章简述了国外优秀科技服务机构发展历程,并以自动控制理论中反馈控制系统原理为基础,以江苏省生产力促进中心科技服务进产业园区为例,构建一套园区高质量创新服务过程管理模型,阐明模型运行过程,为我国其他科技服务机构提供了创新思维,为科技管理者提供了操作性强的指导方案,对科技创新服务管理实践具有很强的指导意义。
Global technological innovation has entered a period of intensive activity, and a new round of technological revolution and industrial transformation is reconstructing the global innovation landscape and reshaping the global economic structure. Science and technology service organizations have always been an important part of the national innovation system, shouldering the mission of enhancing the independent innovation capabilities of enterprises,stimulating the vitality of innovation entities, and consolidating the foundation of innovative talents. This article briefly describes the development process of excellent foreign science and technology service organizations and based on the principle of the feedback control system in automatic control theory, taking the scientific and technological services of Jiangsu Province Productivity Centre into the industrial park as an example, constructing a set of high-quality innovation service process management model in the park. Clarify the operation process of the model, provide innovative thinking for other science and technology service organizations in our country, and provide a highly operable guidance plan for science and technology managers, which has a strong guiding significance for the practice of science and technology innovation service management.
