摘要
享受课外服务是澳大利亚学龄儿童的基本权益。作为澳大利亚学龄儿童教育服务中的重要内容,课外服务已经成为提供儿童看护和保育、发展儿童个性和社会情感能力的重要途径之一,更在缩小学业和发展差距、促进教育过程公平中发挥重要价值。澳大利亚从制度保障、财政资助、运营管理、质量监督和评价等方面构建了完善的学龄儿童课外服务体系。公益优先的价值定位,强化法律制度建设,注重顶层设计,多主体、多机构有效协同的治理体系以及健全的质量监督和服务保障机制,是澳大利亚学龄儿童课外服务体系的显著特征。
Access to "Outside School Hours Care" is the most important basic rights and interests for Australian school-age children.As an important part of Australian school-age children’s education services,the service has become one of the important ways to provide child care,develop children’s personality,social emotional ability and most important,it also plays an important value in narrowing the academic and development gap and promoting the fairness of the education process.Australia has built an effective "Outside School Hours Care" service system for school-age children from the aspects of system guarantee,financial assistance,operation management,quality supervision and evaluation.The value orientation of giving priority to public welfare,strengthening the construction of legal system,paying attention to top-level design,an effective governance system of multi subjects and multi institutions,and a sound quality supervision and service guarantee mechanism are the remarkable characteristics of "Outside School Hours Care" service system for school-age children in Australia.
