越南《教育对外合作与投资法令》修订新动向及其争议

The New Trend and Controversies of the Revised Decree on Foreign Cooperation and Investment in Education of Vietnam

基于响应国家提升国际化水平的重要诉求、减少人才外流基础上吸引外商投资、满足本地高等教育需求并增加高素质劳动力储备的三重背景,越南教育培训部在2018年6月6日颁布了《教育对外合作与投资法令》。新版《教育对外合作与投资法令》对越南涉外办学在明确办学类型和审批流程、丰富办学层次并扩大生源市场、加强各环节质量管控、强化学生国家认同感四个方面作出了重大变革,以进一步为越南教育吸引外商投资,规范涉外办学市场。但该法令的修订仍引起社会热议,争论焦点在于合作办学是否能提高入学率和教育质量、引进课程资源是否适应越南本土国情、政府监管体制是否健全三方面。

On June 6,2018,the Ministry of Education and Training of Vietnam promulgated the Decree on Foreign Cooperation and Investment in Education in response to the important demands of the country to improve the level of internationalization,to attract foreign investment on the basis of reducing brain drain,to meet the needs of local higher education,and to increase the reserve of high-quality labor force.The new edition of the Decree on Foreign Cooperation and Investment in Education has made substantial changes:clarifying the types and approval of foreign-related education in Vietnam,enriching the level of education and expanding the student source market,strengthening the quality control of all links,and enhancing the students’ sense of national identity.It has made outstanding contributions to attracting foreign investment and standardizing the foreign-related education market in Vietnam.However,the revision of the Decree on Foreign Cooperation and Investment in Education still caused heated debate in the society.The foci of the debate are whether the cooperative education can improve the enrollment rate and the quality of education,whether the introduction of curricular resources can adapt to the local conditions in Vietnam,and whether the government supervision system has been improved.
