互联网金融下沙盒监管制度的困境与进路

The Dilemma and Approach of Sandbox Supervision System under Internet Finance

沙盒监管作为一种新型金融监管模式,在各国金融科技创新产品和服务的监管上扮演了重要角色,对我国金融创新发展与监管、金融消费者权益保护亦具有现实意义。目前,我国沙盒监管制度的应用中存在构成要素不明确、运作机制缺失、缺乏消费者保护机制等诸多问题。因此,应从沙盒监管制度的特征与构成出发,通过构建监管理念与细化监管制度,出台行政规章、明确具体构成要素、完善运行机制、强化消费者权益保护,构建我国本土化的沙盒监管制度,以实现金融创新与金融监管的协调发展。

Sandbox supervision,as a new financial supervision model,plays an important role in the supervision of financial technology innovation products and services in various countries.It is also of practical significance for the development and supervision of China’s financial innovation and the protection of financial consumers'rights and interests.At present,there are many problems in the application of my country's sandbox supervision system,such as unclear elements,lack of operating mechanisms,and lack of consumer protection mechanisms.Therefore,we should start from the characteristics and composition of the sandbox supervision system,through the construction of supervision concepts and detailed supervision systems,the introduction of administrative regulations,clarification of specific components,improvement of operating mechanisms,and strengthening of consumer rights protection to build a localized sandbox supervision in my country.System to achieve the coordinated development of financial innovation and financial supervision.
