摘要
目的全面了解2019年与2013年湖北省卫生人力资源变化情况,为提高卫生人力资源配置公平性提供依据。方法根据统计年鉴2019年湖北省各市州卫生人力资源数量,采用洛伦兹曲线与基尼系数对湖北省2019年卫生人力资源配置公平性进行分析,并采用比较研究与2013年结果进行比较分析。结果湖北省卫生人员总数增长了37.09%,人均卫生人员数量增长了42.33%;湖北省2019年卫生人力资源按人口分布的基尼系数较2013年减小了,按面积分布的基尼系数较2013年增大了,2019年按面积分布的卫生人力资源基尼系数已接近警戒值。结论湖北省卫生人力资源配置整体相对公平;人口分布公平性处于非常公平状态,比2013年公平性更好;面积分布公平性处于相对公平,比2013年公平性下降;卫生人力资源地理分布有待优化。
Objective To comprehensively understand the changes of health manpower in Hubei Province in 2019 and 2013,so as to provide a basis for improving the equity of health manpower allocation.Methods The number of health manpower of the cities in Hubei Province was gained from the 2019 Statistical Yearbook,and Lorentz curve and Gini coefficient were used to analyze the equity of health human resource allocation in Hubei Province in 2019,and a comparative analysis between 2019 and 2013 was conducted.Results The total number of health professionals in Hubei Province increased by 37.09%,and the number of health professionals per capita increased by 42.33%;compared with 2013,the Gini coefficient of health manpower in Hubei Province in 2019 by population distribution decreased,and the Gini coefficient by area distribution increased,and the Gini coefficient of health manpower by area distribution in 2019 was close to the warning value.Conclusion The overall distribution of health manpower in Hubei Province is relatively equitable;the equity by population distribution is very good in 2019,which is better than that in 2013;the equity by area distribution is relatively good in 2019,which is poorer than that in 2013;the geographical distribution of health manpower needs to be optimized.
