福建省精神卫生资源状况与问题分析

Analysis of Status and Problems of Mental Health Resources in Fujian Province

目的了解2020年福建省精神卫生资源状况,为政府部门规划配置精神卫生医疗资源及卫生人力资源提供科学依据。方法由福建省精神卫生中心组织实施,各设区的市精神卫生中心牵头,用自制的调查表对全省10个地市的精神卫生机构进行现状调查并对调查结果进行描述性分析。结果共调查精神卫生医疗机构118家(包括精神专科医院和综合性医院精神科),实际开放床位数共25072张,床位密度为6.04张/万人。福建省从事精神卫生服务的医师总数为1391人,医师密度为3.32人/10万人;从事精神科工作的护士总数为5094人,护士密度约为12.15人/10万人。2020年福建省精神卫生机构的门/急诊总量为2406154人次/年,年住院人次为78239人次/年。结论福建省精神卫生医疗资源大幅增长,但区域卫生资源配置不均衡,精神卫生医护人员数量相对不足,人才分布不均,精神卫生医疗服务负担较重。提示政府相关部门需合理布局精神卫生服务的数量、质量和规模,优化卫生人力资源配置,改善精神卫生资源分布不均衡和部分地区精神卫生资源供给薄弱的现状,以满足当地对精神卫生服务的需求。

Objective To understand the situation of mental health resources in Fujian province in 2020,so as to provide scientific reference for government departments to plan mental health undertakings.Methods Organized and implemented by the Mental Health Center of Fujian Province and led by the mental health centers of each district,a status survey was conducted in the mental health institutions of 10 cities of Fujian province with self-made questionnaires and the results were described.Results A total of 118 mental health institutions(including psychiatric hospitals and psychiatric departments of general hospitals)were investigated.The actual number of open beds was 25072,and the bed density was 6.04 per 10000 people.The total number of doctors engaged in mental health services in Fujian province was 1391,and the density of doctors was 3.32/100000.The total number of nurses engaged in mental health was 5094,and the density of nurses was about 12.15/100000.In 2020,the number of outpatient and emergency visits in mental health institutions in Fujian province was 2406154 per year,and the number of hospitalization was 78239.Conclusion The mental health resources in Fujian province have increased substantially,but there are the problems of regional imbalance,lack of mental health professionals,human resource imbalance,heavy burden of mental health services.It is suggested that the relevant government departments should reasonably plan the quantity,quality and scale of mental health services,optimize the allocation of health human resources,address the imbalance of mental health resources,and improve the supply of mental health resources in some areas,so as to meet the demand for mental health services.
