摘要
随着我国经济的快速发展和对外开放力度的不断加大,越来越多的出国留学人员选择学成回国,为欠发达地区人才引进提供了机遇。但欠发达地区吸引留学回国人员创新创业,仍然存在不少问题和困难。如留学回国人员创新创业政策支持体系不完善,留学回国人员创新创业资金支持政策力度不强,留学回国人员创业服务体系不完善,留学回国人员自身综合能力还有待提高等。提高欠发达地区的人才吸引力和竞争力,在国家层面应加大对留学回国人员来地方创新创业的政策倾斜力度;同时,欠发达地区要进一步优化留学回国人员创新创业的公共服务体系,充分发挥自身的区位优势引进人才。
With rapid development of China’s economy and further implementation of its opening policy,more and more students studying abroad choose to return to China after completing their studies,which provides opportunities for underdeveloped regions to bring in talents.However,there are many problems and difficulties with talents introduction by underdeveloped areas such as imperfect policy support system,defective funding support system,imperfect entrepreneurial service system and poor comprehensive capabilities of returned overseas students.To increase the attractiveness and competitiveness of underdeveloped regions to returned overseas talents,the“slant”force degree toward undeveloped areas should be strengthened at the national level;Meanwhile,underdeveloped areas should further optimize their public service system for returned overseas students who are dedicated to innovative and entrepreneurial activities and give full play to their advantages to bring in talents.Take Guangxi as an example,which can build a special talent zone for ASEAN to attract and support the returned overseas students to carry out innovative and entrepreneurial activities.
