环境分权能否抑制碳排放?--基于地方政府竞争视角 被引量:12

摘要 推动碳达峰与碳中和目标的实现,合理的环境管理体制是关键。文章基于地方政府竞争视角,利用2004—2018年中国30个省份的面板数据,构建静态面板和空间计量模型,对环境分权与碳排放之间的关系进行讨论。结果显示:环境分权有利于碳排放的治理;适度的地方政府竞争可以改善地区的碳排放问题;环境分权与地方政府竞争在碳排放问题上存在交互作用,即环境分权对碳排放的抑制作用随着地方政府竞争的加剧而被弱化,当地方政府竞争程度很高时,环境分权会促进碳排放;环境分权与地方政府竞争对碳排放的影响存在空间溢出效应,不仅可以降低辖区内的碳排放水平,也能改善邻近地区的碳排放状况。 A reasonable environmental management system is the key to promote the realization of carbon peak and car⁃bon neutralization goals.Based on the perspective of local government competition,using the panel data of 30 provinces from 2004 to 2018,this paper constructs a static panel and spatial measurement model to discuss the relationship between environmental decentralization and carbon emission.The results show that environmental decentralization is conducive to the governance of carbon emissions;moderate local government competition can improve regional carbon emissions;there is interaction between environmental decentralization and local government competition on carbon emission,that is,the inhibitory effect of environmental decentralization on carbon emission is weakened with the intensification of local govern⁃ment competition.When the degree of local government competition is very high,environmental decentralization will pro⁃mote carbon emission;the impact of environmental decentralization and local government competition on carbon emis⁃sions has a spatial spillover effect,which can not only reduce the carbon emission level within the jurisdiction,but also improve the carbon emission situation in adjacent areas.
