脱贫攻坚与乡村振兴有效衔接的路径研究

实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接是实现乡村全面振兴的现实要求。在厘清脱贫攻坚与乡村振兴衔接的逻辑关系、找准两者在衔接过程中存在问题的基础上,提出了从体制机制、政策体系、产业升级、人才支撑、乡村建设五个方面探索推进脱贫攻坚与乡村振兴有效衔接的路径选择,对确保脱贫攻坚向乡村振兴平稳有序过渡、推动实施乡村振兴战略行稳致远、更好解决地区发展不平衡不充分问题具有重要现实意义。

To realize the effective convergence between consolidating and expanding the achievements of poverty alleviation and rural revitalization is the practical requirement of realizing rural revitalization comprehensively.On the basis of clarifying the logical relationship between poverty alleviation and rural revitalization as well as identifying the problems existing in the process of convergence,the path selection of promoting the effective convergence of poverty alleviation and rural revitalization are put forward from five aspects:institutional mechanism,policy system,industrial upgrading,talent support and rural construction,which is of great practical significance to ensure a smooth and orderly transition from poverty alleviation to rural revitalization,promote the implementation of rural revitalization strategy,and better solve the problem of unbalanced and inadequate regional development.
