融合教育生态系统理论下残疾人中等职业教育政策支持体系研究

Research on Policy Support System of Secondary Vocational Education for the Disabled under the Inclusive Education Ecosystem Theory

残疾人中等职业教育旨在促使残疾学生通过教育获得就业或创业能力、继续深造机会,益于学生融入社会,并能够有效衔接初、高等职业教育。基于融合教育生态系统理论,我国残疾人中等职业教育政策支持体系包括宏系统层面政策、外系统层面政策、中系统层面政策、微系统层面政策,并强调过程机制和时间作用的发挥。在现实层面,其在政策选择价值观、政策目标群体、政策制定内在逻辑、政策文本内容等四个方面存在难点,即这一政策支持体系的现代化和衔接性显现不足。基于未来发展,需要从建构"政府、企业、个体共同参与"的政策价值观,建立特殊职业教育政策体系,完善残疾人中等职业教育保障体系,优化政策结构等四个方面予以关注,以实现残疾人中等职业教育政策现代化水平的提升和衔接的有效性。

Secondary vocational education for the disabled aims at enhancing students’ability of job seeking and business startup,as well as their chance to pursue further education.It is beneficial for student’s social inclusion and the connection between their primary and higher vocational education.Based on the analysis of inclusive education ecosystem theory,policy support system of secondary vocational education for the disabled includes macro-system level policy,exo-system level policy,meso-system level policy,and micro-system level policy,which emphasizes the role of process mechanism and time.Based on the practical level,it has difficulties in four aspects:policy selection values,policy target group,internal logic of policy formulation,and policy text contents.That is,there are deficiencies in the modernization and cohesion of this policy support system.Considering future development,it should pay attention to the follows:constructing the policy values of“government,enterprise and individual co-participation”,establishing the policy system of special vocational education,improving the guarantee system of secondary vocational education for the disabled,and optimizing the policy structure.By doing so,it can improve the level of policy modernization and the effectiveness of cohesion.
