生态保护红线区域的生态系统服务价值分析及生态补偿优先区域研究——以四川省生态保护红线区域为例

Ecosystem Service Value in Ecological Protection Red Line Area and Priority Areas of Ecological Compensation:Taking the Red Line Area of Ecological Protection in Sichuan Province as an Example

以2021年四川省划定的生态保护红线区域为研究对象,在土地利用现状分析的基础上,采用当量因子计算方法,对评估调整后的生态保护红线区域进行生态系统服务价值分析,综合考虑区域自然和社会经济发展水平,测算四川省各个区域的生态补偿优先级,识别出生态保护红线区域内应优先进行生态补偿的区域,探讨分区域的生态补偿策略,以期为后期生态保护红线区域内生态补偿制度的制定提供参考。研究结果表明:①根据生态系统服务价值评价结果,四川省生态系统服务总价值为47609.60亿元,其中划定的生态保护红线区域内生态系统服务总价值为16637.78亿元,占全省生态系统服务价值的35%;②四川省划定生态保护红线区域内急需进行生态补偿的市州为甘孜藏族自治州和阿坝藏族羌族自治州,生态补偿优先级指数和生态补偿额度远高于其他市州,为典型的生态高输出区域,而生态补偿优先级指数和生态补偿额度较小的分别为资阳市、自贡市、内江市、遂宁市和成都市;③阿坝藏族羌族自治州和甘孜藏族自治州作为急需生态补偿区域,若尔盖县、阿坝县、红原县和石渠县、新龙县、白玉县为需要特别重点关注的生态补偿区域。

Taking the ecological protection red line area designated by Sichuan Province in 2021 as the research object and based on the analysis of land use,the paper analyzed the ecosystem service value of the assessed and adjusted ecological protection red line area by using the equivalent factor calculation method.Through comprehensively considering the regional natural and socio-economic development level,it calculated the priority of ecological compensation in each region of Sichuan Province,identified the priority areas of ecological compensation within the ecological protection red line area and discussed the strategy of ecological compensation in different regions in order to provide reference for the formulation of ecological compensation system in the later ecological protection red line area.The outcomes show that a)according to the evaluation results of ecosystem services value,the total value of ecosystem services in Sichuan Province is 4760.96 billion Yuan,among which the total value of ecosystem services within the ecological protection red line area is 1663.778 billion Yuan,accounting for 35%of the total value of ecosystem services in Sichuan Province;b)the prefectures in Sichuan Province that urgently need ecological compensation within the red line area of ecological protection are Garze Tibetan Autonomous Prefecture and Aba Tibetan and Qiang Autonomous Prefecture.The priority of ecological compensation index and the amount of ecological compensation of the two regions are far higher than that of other prefectures and cities,being as typical ecological high output areas.The smaller ecological compensation index and the less amount of ecological compensation of the cities are Ziyang,Zigong,Neijiang,Suining and Chengdu and;c)as areas in urgent need of ecological compensation of Garze Tibetan Autonomous Prefecture and Aba Tibetan and Qiang Autonomous Prefecture,the counties of Ruoergai,Aba,Hongyuan,Shiqu,Xinlong and Baiyu are the ecological compensation areas requiring special attention.
