职业能力模型发轫于西方,是提升组织竞争力的有效工具。目前职业能力模型在我国不同行业、企业、政府机构得到广泛应用。职业能力模型运用的关键是构建的方法与技术,决定着模型构建的成败。基于不同的理论基础和构建目的,形成了不同的职业能力模型构建方法,每种方法都有其适用条件和范围。当前构建能力模型的一种新趋势是对不同的方法进行整合。通过整合方法可以挖掘更为全面的能力要素,构建更加科学的能力模型。因此,在具体选用能力模型构建方法时,要根据研究和开发的需要,选用其中的一种或几种方法,扬长避短对方法进行适度的整合,同时要结合中国的独特文化进行本土化操作。

Professional competency model,originated in the West,is an effective tool to enhance organizational competitiveness.At present,vocational competency model is widely used in different industries,enterprises and government agencies in China.The key to the application of vocational competency model is the construction method and technology,which determines the success or failure of model construction.Based on different theoretical basis and construction purpose,there are different methods to construct vocational ability model,and each method has its applicable conditions and scope.A new trend in capability modeling is the integration of different approaches.The integration method can excavate more comprehensive capability elements and construct more scientific capability model.Therefore,in the specific selection of capacity model construction methods,one or more methods should be selected according to the needs of research and development,and appropriate integration of methods should be made,while localization should be combined with the unique culture of China.
