摘要
日占南沙的行动改变了南海格局,对美英等国在东南亚的殖民利益形成了某种潜在威胁.为减少"南进战略"阻力,日本向美国通报兼并南沙的"理由".美国因自身利益未直接受损,且受对日奉行妥协立场、不愿卷入南海问题等因素的影响,故未立即表示反对.后在法、英的敦促以及国内舆论压力下,美国最终对日提出抗议,不承认其占领行为具有国际法效力,然而对南沙归属问题持"不介入"立场.此时美国对南沙的地缘作用并不看重,加之南海处于其东亚战略边缘位置,使之终未对日本采取有效的制裁措施.这种姑息态度对南海局势造成了消极影响.
Japan's occupation of the Nansha Islands changed the geo-political pattern of the South China Sea and posed a potential threat to the interests of the United States,Britain and other countries in Southeast Asia.In order to reduce the resistance against the"Southward strategy",Japan informed the U.S.of its"reasons"for annexing Nansha.The U.S.did not immediately express its opposition because its own interests were not directly damaged.It maintained its compromising position towards Japan,and was unwilling to get involved in the South China Sea issue.Later,however,urged by France and Britain,and under the pressure of domestic public opinions,the U.S.finally protested against Japan and did not recognize the validity of its occupation under the international law,but it still held a"non-intervention"position.The U.S.neglect of the geo-political importance of the Nansha Islands was due to the fact that Nansha was not strategically important to it.The U.S.response had a negative impact on the situation in the South China Sea.
