国内外林地流转影响因素及成效研究进展

Research Progress in Influencing Factors and Effectiveness of Forestland Transfer Worldwide

文中对比国内外不同产权安排下林地流转影响因素及成效的研究内容与方法发现,由于林地产权制度和交易规模、交易主体的不同,对私有林地交易和集体林地流转的研究存在差异性。工业林地交易行为的研究基于企业利润最大化的角度;家庭林地的出售受财产税等林地持有成本的影响较大,林地购入以休闲、娱乐等效用最大化为目标。我国集体林区小农户行为受政策环境、农户个人特征、农户收入等因素的综合影响。有关集体林地流转的进一步研究需要从交易费用、新型"非农林地所有者"、新型林业经营主体的林地转入行为,以及林地流转的生态和社会效益等领域开展。

This paper compares the contents and methods of the national and international research on influencing factors and effectiveness of forestland transfer under different property rights arrangements. It is found that the differences in forestland property rights system, transaction scale and transaction subjects lead to the differentiated results in the study of private forestland transaction and collective forestland transfer. The research on the trading behavior of industrial forest land is based on the perspective of profit maximization;the sale of family forestland is greatly affected by the forestland holding cost such as property tax, while the forestland purchase is aimed to maximize the equivalent use of recreation and entertainment. The small-scale farmers’ behaviors in collective forest areas in China have been affected by policies, farmers’ personal characteristics, farmers’ incomes and other factors. Further research on collective forestland transfer needs to be carried out from the perspectives of transaction costs, “ non-rural forestland owners”, new forest management entities’ forestland transfer behaviors, and ecological and social benefits of forestland transfer.
