油气行业支持政策延续 “双碳”政策推动绿色转型——2021年中国油气行业政策综述

Industry policies remain supportive and promote green transformation——Review of China’s oil & gas policies in 2021

2021年是"十四五"开局之年,面对错综复杂的国际形势,党中央高度重视能源安全,对实施能源安全新战略提出新要求。国家各部委以《国民经济和社会发展第十四个五年规划和2035年远景目标纲要》为纲领,围绕碳达峰、碳中和目标,统筹发展与安全,在顶层设计、产业规划、税收监管等方面出台了一系列政策,在强调保障油气供应安全,坚定支持加大国内勘探开发力度的同时,构建碳达峰、碳中和目标政策体系,对油气行业绿色低碳转型提出了更为紧迫的要求,完善能耗"双控"制度,严控"两高"项目盲目发展,强化重点行业节能降耗。2022年国家将延续上述政策主基调,一方面以提升能源保障能力为根本出发点,对油气行业保持支持力度,继续推进能源领域改革;另一方面,以加快发展动力转变为出发点,继续完善碳达峰、碳中和"1+N"政策体系,坚定推进油气行业绿色低碳转型。

2021 is the beginning of the 14^(th) Five-Year Plan.Facing a more complicated international situation,the CPC Central Committee attaches great importance to energy security and puts forward new requirements for the implementation of the new energy security strategy.In accordance with the outline of the 14^(th) Five-Year Plan for National Economic and Social Development and the Outline of the Long-term Goals for 2035,various ministries and commissions of the state have issued a series of policies on top-level design,industrial planning,and tax regulation,centering on the goal of carbon peaking and carbon neutrality,and coordinating development and security.While repeatedly stressing the need to ensure the security of oil and gas supply and firmly supporting the strengthening of domestic exploration and development,China has vigorously promoted the implementation of carbon neutrality actions to achieve peak carbon emissions,putting forward more urgent requirements for the green and low-carbon transformation of the oil and gas industry,improving the dual control system of energy consumption and strictly control the blind development of projects with high energy consumption and high emissions.In 2022,the government will reinforce these policies.On the one hand,with the fundamental starting point of strengthening energy security,the support for the oil and gas industry will last and the reform in the energy field will keep promoting.On the other hand,with the starting point of accelerating the transformation of dynamic of development,the government will continue to improve the “1 + N” carbon emission policy system,and firmly promote the green and low-carbon transformation of oil and gas industry.
