议事协调机构设置的制度逻辑——基于外部比较与内部比较的双重视角

The Institutional Logic of the Establishment of Deliberative and Coordinating Agencies——Based on A Dual Perspective of External and Internal Comparisons

本研究从外部比较与内部比较的双重视角出发,分析了政府频繁设置议事协调机构的制度逻辑。从外部比较来看,相对于制度性纵向一体化、流程性纵向一化、准纵向一体化等,作为机动性纵向一体化的议事协调机构,在协调化程度与专业化程度上较为平衡,且成本最为“低廉”。因此,议事协调机构成为政府治理的常选项。从内部比较来看,议事协议机构的人事安排分为专干、借调、联络员、“挂名”等,不同的人事安排导致议事协调机构的功能和成本各不相同。政府往往通过设置不同类型的议事协调机构,以达到追求绩效与应付考核的多重目的。

This article explains the institutional logic of the frequent establishment of deliberative and coordinating agencies by governments from both an external and an internal comparative perspective.In terms of external comparison,compared to institutional vertical integration,process vertical integration,and quasi-vertical integration,deliberative and coordinating agencies,as mobility vertical integration,are more balanced in terms of the degree of coordination and specialization,and are the most “inexpensive” to set up.In terms of internal comparisons,the personnel arrangements for deliberative and coordinating agencies are divided into full-time,seconded,liaison and “titular”,with different personnel arrangements resulting in different functions and costs.The government tends to set up different types of deliberative and coordinating agencies in order to achieve multiple objectives in pursuit of performance and in response to supervisory assessment.
