大学人才战略是国家人才强国战略的关键,是实现大学治理和现代化的内在前提,也是我国大学改革与发展的本质要义。正确理解人才价值是大学人才战略的逻辑起点,必须突出人才的政治价值、战略价值和创造价值。党管人才是大学人才战略的根本保障,重在强调中国共产党领导下大学人才制度的治理效能、公正合理的人才待遇和持续有效的人才凝聚。科学认识和把握人才规律是实施大学人才战略的基本方法,应确立品德为先的人才标准、人才成长的基本关照和共生性人才生态的建造。放大人才效应是大学人才战略的功能表征,核心在于人才的引领效应、聚集效应和文化效应。人才赓续是大学人才战略的关键行动,应以人才的队伍序列、平台序列和时间序列为基本问题,自觉遵循大学的知识逻辑、文化逻辑、发展逻辑和价值逻辑。

University talent strategy is the key to the national talent power strategy,the internal premise to realize the university governance and modernization,and also the essence of the university reform and development in China.The correct understanding of talent value is the logical starting point of university talent strategy.Therefore,the political value,the strategic value and the creative value of talent must be highlighted.The Party’s administration of talent is the fundamental guarantee of university strategy,which emphasizes the governance efficiency of university talent system under the leadership of CPC,fair and reasonable treatment of talent,and sustainable and effective talent cohesion.It is the basic approach of university talent strategy to understand and grasp the law of talent scientifically.It is also necessary to establish the talent standard of morality priority,the basic care of talent growth and the construction of symbiotic talent ecology.Enlarging the talent effect is the functional representation of university talent strategy,the core of which lies in the talent’s leading effect,the aggregation effect and the cultural effect.The talent succession,as the key action of university talent strategy,should take the talent team sequence,the platform sequence and the time sequence as the fundamental problems,as well as follow the knowledge logic,the culture logic,the development logic and the value logic of university consciously.
