关于建设中国应用科技型大学新体系的思考

Thoughts on the Construction of the New System of Applied Science and Technology University in China

改革开放以来,我国开始了对应用型高等教育的积极探索。但在改革探索的过程中,国家先后颁布的文件政策和相关的理论研究中不断出现了一些新的提法,诸如"应用型"、"应用技术型"、"应用科技型"、"职业技术型"、"工程技术型"、"技术应用型"以及"行业特色型"等人才与教育类型的名称,这在广大教育工作者中造成了许多误解,也导致了高等教育实践改革中的一些盲动和误区。因此,厘清新时代下中国特色应用科技型大学的发展演变、独特内涵及其本质特征就具有非常重要的现实意义和理论价值。中国应用科技型大学是立足于新时代中国社会主义现代化建设需要、积极借鉴世界职业高等教育改革实践经验的基础上所提出来的富有中国特色、多元化、高水平、差别化、体系化的职业高等教育类型,是实现高等教育强国和中华民族伟大复兴中国梦的重要支撑和必由之路。

Since the Reform and Opening up,China has begun to actively explore applied higher education.But in the process of reform and exploration,some new terms emerge from documents and policies published by the country’s successively and relevant theoretical research,in terms of“application-oriented”,“application and technology oriented”,“application of science and technology oriented”,“professional technology oriented”,“engineering technology oriented”,“application and competency oriented”and“industry characteristic oriented”talent and education,which has caused a lot of misunderstanding among educators and led to some blind moves and misconceptions in the practice reform of higher education.Therefore,it is of great practical significance and theoretical value to clarify the development,unique connotation and essential characteristics of applied science and technology universities with Chinese characteristics in the new era.Chinese applied science and technology university is based on the new era of China’s socialist modernization needs and actively learn from the world professional higher education reform on the basis of the practical experience of rich Chinese characteristics,diversification,high level,type of differentiation and systematism of vocational higher education,higher education is to realize the power and the great rejuvenation of the Chinese nation important support and the only way for the Chinese dream.
