地方本科院校学科治理“内卷化”及破解策略

The Exploration and Solutions to the“Involution”of Discipline Governance in Local Undergraduate Colleges and Universities

我国地方本科院校学科治理存在治理和评价制度刚性化、治理手段和技术复杂化、治理结果动态停滞的"内卷化"等困境。地方本科院校学科治理"内卷化"产生的根源是绩效主义主导下体制化的技术治理导致学科治理价值越轨、"无发展的增长"和圈层固化。要破解学科治理"内卷化",应当在器物、制度和文化三个层面持续提升地方本科院校学科治理现代化水平,坚持应用底色,突出特色发展,重构协同高效的学科治理体系,创设多元、科学的资源配置和学科评价体系。

The discipline governance of local undergraduate colleges and universities has fallen into the dilemma of“involution”,such as the rigidity of governance and evaluation system,complexity of governance methods and technology,and dynamic stagnation of governance results.The root causes of the“involution”of discipline governance in local undergraduate colleges and universities are the value deviance of discipline governance,“growth without development”and the solidification of discipline circle caused by the institutionalized technical governance under the guidance of performance doctrine.To break the“involution”of discipline governance,the modernization level of discipline governance should be improved continuously from three aspects,namely“utensils,institution and culture”.Adhere to the application of background color,highlight the development of characteristics,the collaborative and efficient discipline governance system should be reconstructed,and the diversified and scientific resource allocation and discipline evaluation system should be established.
