摘要
第三方市场合作作为中国与西班牙国际经济合作的新模式,不仅有效整合了中西两国企业的比较优势,还精准对接了第三方市场国家的社会经济发展需求,是实现中国、西班牙以及第三方市场国家多方共赢的新路径。在第三方市场合作进程中,中西两国企业的目标市场和重点产业聚焦于拉美、北非和中东等发展中国家和新兴经济体国家,其合作项目主要聚焦于电子通信、健康医疗、石油化工以及新能源开发等基础设施领域,对当地的产业升级、环境改善以及福利提升起到了重要推动作用。然而,新冠疫情冲击下的全球价值链的脆弱性加剧、中西国际贸易的结构性分歧以及第三方市场复杂的营商环境等因素对中西两国企业的第三方市场合作造成诸多阻力与挑战。因此,可以从构建区域价值链与供应链、优化双边贸易结构、设立风险防范机制以及完善沟通交流平台等不同途径来推动中西第三方市场合作的可持续发展。
Third-party market(TPM)cooperation is a new model of international economic cooperation between China and Spain.It not only effectively integrates the complementary comparative advantages of Chinese and Spanish enterprises,but also accurately matches the social and economic development needs of third-party markets.It is thus a new way to realize win-win cooperation for China,Spain and third-party markets.In the process of TPM cooperation,Chinese and Spanish enterprises concentrate on target markets in the developing countries and emerging economies in Latin America,North Africa and the Middle East,making infrastructure their main focus.This has had significant impact in promoting local industrial upgrading,and improving environmental protection and welfare provision.However,China-Spain TPM cooperation faces many obstacles and challenges due to the impact of COVID-19 on the global value chain,the structural differences in international trade between the two countries,and the complex business environment of third-party markets.Therefore,to make TMP cooperation between China and Spain sustainable,efforts can be made to build a regional value chain,optimize the bilateral trade structure,establish a risk prevention mechanism,and improve the communication platform.
