UN/CEFACT国际视角下我国食品贸易便利化标准体系的构建

摘要 在全球化背景下,贸易便利化已然是推进我国食品行业进出口贸易中举足轻重的一环,但现有相关标准难以匹配其贸易发展需求,标准体系亟待构建。从UN/CEFACT国际视角出发,开展国内外现有贸易便利化相关的理论、政策、实践等对比研究,探索构建适合我国食品贸易便利化标准体系,涵盖通用信息标准、纸质单证标准、基于EDI的电子单证标准、基于互联网的电子单证标准及便利化措施等,进而给出标准体系实施推进的对策建议,为我国食品贸易便利化发展提供标准支撑。 Under the background of globalization, trade facilitation has been an important link in promoting the import and export trade of food industry in China. Based on the international perspective of UN/CEFACT, this paper makes a comparative study on the theories, policies and practices of trade facilitation at home and abroad, and explores the construction of a standard system suitable for China’s food trade facilitation. It covers general information standards, paper document standards, electronic document standards based on EDI, electronic document standards based on Internet and facilitation measures, etc., to provide standard support for the development of food trade facilitation in China.
