核电厂运行领域标准体系优化研究

Research on Optimization of Standards System in Operation Field of Nuclear Power Plant

我国现行核电标准体系运行领域仅设置了运行管理、检查与试验、老化管理、维修四个分领域的一级子体系。这种运行领域标准体系过于简单,造成每个子体系下的标准项目数量过多而不易于管理,且与实际管理要求存在一定的不符。本文调研了美国URD和欧洲EUR中运行的要求,认为原运行领域的标准体系建设正是参考了美国URD和欧洲EUR中运行的要求的划分原则,从SSC的角度来构建子体系的框架结构。而这样的标准体系并不利于在核电厂运行过程中标准的使用和管理工作。通过对核电厂的调研认为按照专业或者核电厂常用的专项工作来划分更为清晰与合理。最终建议将主领域名称"运行"改为"运营",其体系框架内一级子领域方向分为组织与管理、运行、维修、技术支持、环境应急、供应链、信息化及退役8个方向,针对上述8个一级子领域方向,进一步划分为54个二级子领域方向。

China’s current nuclear power standards system has only set up a level-1 subsystem in four sub fields: operation management, inspection and test, aging management and maintenance. This standards system of the operation field is too simple, resulting in too many standard items under each subsystem, which is not easy to manage, and inconsistent with the actual management requirements. In order to investigate the operation requirements in the U.S. URD and European EUR, it is considered that the standards system construction in the original operation field refers to the division principle of operation requirements in the U.S. URD and European EUR, and constructs the framework structure of the subsystem from the perspective of SSC. Such standards system is not conducive to the use and management of standards in the operation of nuclear power plants. Through the investigation of nuclear power plants, it is considered that the division according to the specialty or the special work commonly used in nuclear power plants is clearer and more reasonable.Finally, it is suggested to change the name of the main domain from "operation" to "operation management". The primary sub domain directions within the system framework are divided into 8 directions: organization and management,operation, maintenance, technical support, environmental emergency, supply chain, informatization and retirement. For the above 8 primary sub domain directions, they are further divided into 54 secondary sub domain directions.
