Research on Biosafety Management of Imported Materials for Universities under Epidemic Situation

在高校的科学研究中,进口科研用品的需求一直存在。基于疫情形势下高校生物安全管理的紧迫性,综述了当前高校科研进口的特点及分类。结合学院实践经验,对科研用品进口的生物风险重点要素进行了详细分析。提出了“三主体-五环节-多举措”的高校进口科研用品生物安全管理模式,明确进口全过程中各责任主体的安全责任及管理对策;概括了科研进口生物风险传输模型,提议建立“海关—高校—第三方”科研进口联动防控机制,强化生物安全全链条风险管理,为高校科研提供稳定基础,为公共安全提供有力保障。

In the scientific research of specific disciplines in universities,the need for imported materials has always been there.The current situation of biosafety management due to Covid-19 is spreading rapidly around the world,which brings tremendous obstacle for communication between different counties,makes it be urgent for universities to cope with ensuring their research work carry forward as usual.The characteristics and classification of imported experimental materials for universities are reviewed in detail.Based on the practical experience of our department in Peking University,critical biological risk factors are analyzed,and“Three Bodies-Five Links-More Measures”mode was proposed for biosafety management of imported experimental materials.Safety management responsibility of each subject involved in the whole administration system is cleared out in the mode,and corresponding management countermeasures for each subject are proposed inthe whole process of importing as well.According to the transfer model of biological risk for imported experimental materials for universities,the defense mechanism related to customs,colleges and universities and the third-partyis suggested to strengthen biosafety risk management throughout the full chain,which is in turn regarded as a strong guarantee of biosafety risk erasing method not only for universities but also the public security.
