党的十九届六中全会从战略高度指出进入新时代统筹国内国际两个大局的重要性,是我们在时代前进的潮流中把握发展大势,找准历史方位,推动党和国家事业取得伟大成就的关键。“两个大局”战略论断将历史与现实、理论与实践、国内与国际相结合,具有鲜明的逻辑必然性,蕴含着丰富的哲学意蕴,深刻揭示了当代中国与世界的关系,展现了对立统一的发展规律,彰显了中国对人类社会发展的时代价值,是正确处理好中国与世界关系、把握历史主动、指明未来发展方向的重要遵循。作为对当前发展总体形势的重要判断,我们应从党的百年奋斗重大成就和历史经验中深化“两个大局”重要认识,加强战略谋划,从价值理念、价值判断、价值选择上为大变局中的中国踏上现代化强国之路、实现伟大复兴之梦提供科学的价值指引。

From a strategic perspective,the Sixth Plenary Session of the 19th CPC Central Committee pointed out the importance of coordinating the two overall situations at home and abroad in the new era,providing the key for us to grasp the general trend of development,to identify the historical orientation,and to promote the historic achievements and historic changes of the cause of the Party and the country in the trend of the times.The strategic assertion of the“two overall situations”combines history with reality,theory with practice,national with international,thus granted with distinctive logic inevitability,containing rich philosophical indications,discovering the organic whole of the formation of contemporary China and the world,displaying the dialectical unity and demonstrating the contemporary value of China for the world,a path to follow in managing the relationship between the two,in playing a active role in this historical moment and finding the direction for future development.As an important judgment on the overall situation of current development,we should strengthen our understanding of the centennial changes and the overall strategic situation,strategic planning to be strengthened,scientific value guidance to modernization and great rejuvenation from the perspectives of value concepts,value judgment and value choice.
