摘要
中国要突破“卡脖子”关键核心技术创新问题,不仅仅是面临以美国为首的西方发达国家单个国家或单个企业封锁或遏制的问题,而是面临西方发达国家主导和构建的全产业链封锁体系问题。在以美国为首的西方发达国家对中国实施各种形式的封锁和遏制策略和战略的情形下,同时在中美全面进入科技创新和战略性新兴产业发展机会的“零和博弈”格局下,中国的科技创新和高科技产业发展必然会面临以美国为首的西方发达国家精心布局的各种陷阱。因此,中国要试图突破和化解以美国为首的西方发达国家制定和实施的全球产业链封锁和遏制策略,需要科学地分析和把握关键核心技术创新同全球产业链之间的复杂耦合关系。鉴于此,重点分析了全球产业链视角下的中国关键核心技术创新突破的可能路径,可将其归纳为单个企业突破路径、全产业链突破路径、全创新链突破路径、产业集群突破路径及“市场+政府”驱动型突破路径。据此,我们提出了产业链视角下中国关键核心技术创新的改革突破口与政策建议。
For China to make breakthroughs in core technology innovations,it has to face the blockage of individual western developed countries or enterprises represented by the US,and more importantly the blockage of the entire industry chain dominated by western developed countries.Under the situation of all forms of blockage and restrictions imposed on China by such countries,and with China and US entering a comprehensive“zero-sum game”in areas of science and technology innovation and strategic opportunities of new enterprises,science and technology innovation and the development of high-tech industries would unavoidably have to handle all kinds of carefully designed traps by western developed countries represented by the US.Therefore,for China to resolve such restrictions and blockages in industry chain,the complicated coupling relationship between innovations in key technologies and the global industry chain has to be analyzed and grasped by scientific means.Based on this,possible breakthroughs in these areas from the perspective of global industry chain are analyzed and summed up as the individual enterprise breakthroughs,the whole industry chain breakthroughs,the whole innovation chain breakthrough,industry cluster breakthrough and“market plus government”motivated breakthroughs.Where innovations are to be made in relative areas from the perspective of industry chain is then proposed together with policy suggestions.
